F.C.C. Calls Open Internet Rules Vital

Proposed rules for wireless carriers received a cool response from the industry.The chairman of the Federal Communications Commission proposed regulations on Monday that would require Internet service providers to treat all Web content the same with regard to transmission speed.

The regulations were welcomed by consumer advocacy groups but might be a blow for major providers. Under the rules, operators would not be able to discriminate on how they handled Internet content or applications on their networks and would have to make their network management practices clear to their customers.
